Michael Paynter

Michael Paynter, founder and CEO of Tier3 Technologies, is also a 35+ year veteran of the telecommunications and IT industry. Headquartered in Louisville, Kentucky, Tier3 was recently named the recipient of the Channel Partners 360° Award sponsored by AT&T. This award recognizes firms delivering value to clients and partners by providing a holistic view of client’s technology needs and then providing unique solutions.

Michael’s background includes key positions at BellSouth, AT&T, Paradyne and Lucent Technologies. He has achieved a number of recognition goals and was named to the BellSouth President’s Club. As an entrepreneur, Michael served as Sales Vice President of Vobix – a startup in the Application Services Provider (ASP) industry – and in a multi-national startup, Spacecards, by serving as President and CEO.

Michael has held several positions within Kentucky State Government as the result of an appointment by Governor Brereton Jones. This included chairing the Strategic Planning Subcommittee of the Kentucky Information Resource Management Commission (KIRM), when in the role of Commissioner of Administrative Services and Chief Information Officer for the Kentucky Revenue Cabinet. Key achievements included the first statewide network for a State Police organization powered by AT&T UNIX Computers, as well as the first “Software Defined Network (SDN)” deployment to a state government.

Over the years Michael has been involved in community activities by serving on the board of the St. Matthews Little League and also by acting as Mayor of the City of Norbourne which is located in Louisville, KY. He and his company currently work with and support the Family Scholar House in Louisville, an organization whose mission is to end the cycle of poverty by giving single-parent students the support they need to earn a four-year college degree.

William F. Paynter

Billy Paynter, Tier3 TeamWilliam Paynter is the Vice President of Business Development and Partner Relationships at Tier3 Technologies. Tier3 Technologies which started eleven years ago is a premier partner of Riverbed Technologies. The Tier3 team provides customers with strategies to reduce Information and Technology costs and increase efficiency of company applications.

William is personally responsible for establishing and developing partnership relationships focused on the overall growth and expansion of the customer base. He also maintains legislative business relationships with State Governments and commercial clients. As a member of the Executive Team, he is responsible for the long term strategic plans for Tier3 Technologies. William is currently rebuilding his team by transforming and implementing business processes that will streamline Tier3 Technologies’ operations. Once completed, Teams will be better equipped to succeed and meet set goals.

William is actively pursuing his Executive MBA at Southern Methodist University in Dallas, TX while commuting from the company headquarters in Louisville, KY. He is expected to graduate in May of 2017.

Irene Tuell

Senior Operations Manager
Louisville, KY Headquarters

Irene Tuell is the Senior Operations Manager for Tier3 Technologies and holds a distinguished record of success in Office Administration. She has over 30 years of Customer Service and Operation Management experience.

Overseeing various Product Areas for The Prudential, and later through acquisition, GE Capital, she was accountable for the all related internal operations, including the profitability of each product line. She also worked briefly with Humana on National Account implementations.

Irene joined Tier3 Technologies in March 2012.  Currently, she is responsible for overseeing internal administrative operations, establishing processes and procedures in compliance with Tier3 Technologies set policies. Responsibilities also included, but are not limited to, accounting and payroll activities, providing support for marketing and sales activities, and general office functions.

John Modlin

Chief Engineer
Lexington, KY Office

john-modlin, Tier3 Team MemberJohn Modlin is Chief Engineer at Tier3 Technologies, joining the team in March 2016.

John has worked over 30 years in the Information Technology Industry with a wide experience in programming, hardware, network infrastructure, and protocol analysis for private and government organizations.

In the 1980’s and 90’s, John worked in various capacities from programming mid-range IBM systems, designing and installing network infrastructure, to being Director of I.T. at other organizations.

In 1994, John Modlin co-founded Wired Integrations in the Silicon Valley and built infrastructure solutions for hundreds of companies in California. He enjoys Forensic and Protocol Analysis as his specialty within networking on the Tier3 team.


John served 6 years active duty in the U.S. Navy as a Weapons Systems Specialist, working on weapons guidance systems, inertial navigation systems, radars, and ballistics computers and avionics in military aircraft, receiving his honorable discharge in 1982.

  • He attended Sniffer University and became certified in Network Analysis in 1998.
  • In 2004, he attained his Wireshark Certified Network Analyst certification, has since re-certified, and holds other certifications as well. John has a B.A. from Eastern Kentucky University.
David J. Yopp

Network Engineer
Louisville, KY Headquarters

David Joshua Yopp is a Network Engineer at Tier3 Technologies. He is responsible for overseeing the technical aspects of our application Performance product and services to ensure that we deliver optimal Network performance to our customers.

His role helps ensure that Tier3 Technologies provides Wide Area Network Visibility and Application Optimization solutions via partnerships with Riverbed Technology, VM Ware, and AppNeta.

Josh has been managing Networks Professionally since 1999 and started whileattending the Louisville Technical Institute for computer graphic design.
Living with his Wife since 2012, Josh has been a Louisville native for most of his life. Josh has been programming since the age of six and this continues to be one of His favorite hobbies.

Ben Thompson

Software Programmer
Louisville, KY Headquarters

Ben Thompson joined Tier3 Technologies in October 2017 as a Software Programmer, bringing his superior experience in software design, development, testing and maintenance to Tier3’s Eveready Service PlatformTM.  Ben’s diverse skill sets in writing and maintaining multiple languages and successful experience with architecting and delivering websites, Dynamics CRM solutions, APIs, SSRS reports and mobile, desktop and console applications brings diverse talent to the Tier3 team.

Prior to joining Tier3, Ben served as an Application Developer at Kinetic the Technology Agency in Louisville Kentucky, who managed translation of documents as a service.  While there, he was responsible for developing and updating new and existing ASP.NET MVC websites and creating both an Android and iOS app. Ben’s experience also includes a Co-op Application Developer position at eLogic Group, a gold level Microsoft partner specializing in developing quoting, ordering and customer relations solutions for companies with complex and highly configurable products.  There he designed, developed and maintained several Dynamics CRM based solutions for clients.

Ben studied Computer Science from 2011 to 2015 at Rochester Institute of Technology in Rochester, NY.  He enjoys camping, hiking, a cappella music, and gaming when he is not occupied with his software development projects.

Abby Lakes

Operations Manager
Louisville, KY Headquarters

Abby Lakes is the Operations Manager at Tier3 Technologies, joining the team in January 2017.

She has over 15 years in administrative and operational experience with specific expertise in the financial industry.  Her prior work experience included overseeing administrative and office functions in the Louisville, Kentucky location at KKR & Co., a leading investment firm with roots in private equity.  Prior to KKR she supported senior executives and operations while also assisting with analytical functions at Prisma Capital Partners and AEGON, USA.

Currently Abby is responsible for managing operations at Tier3 Technologies to include but not limited to Accounting, HR and Office functions.  She is also supporting Marketing and Sales with customer accounts and coordination of product lines and future endeavors.

Abby has been actively involved in the Louisville community supporting youth groups and local organizations.  She has served as Committee Chairman and Treasurer with a local Cub Scout Pack within the Lincoln Heritage Council since 2008.  Her responsibilities includes planning and developing yearly programs and budgets and coordinating fundraising efforts, while complying with BSA rules and regulations.  Abby has received many Scout Awards such as the Trained Strip, Emergency Preparedness, Outdoor Ethics and Awareness and her BALOO Certification.
